1. Controller
The data controller (veri sorumlusu) within the meaning of Law No. 6698 is Arif Gölcan, Attorney at Law, a member of the Bilecik Bar Association (İstiklal Mah. Belediye Sk. No: 8 D: 5, Merkez / Bilecik, Türkiye — info@arifgolcan.av.tr).
2. Visiting this website
This is a static information website; it has no user accounts and no comments, it sets no cookies of its own, and it contains no analytics or advertising tool that follows your visit. Figures you enter into the calculators are processed in your browser only; they are not sent to any server and are not stored.
The English-language pages carry a single form, the contact form; it collects personal data directly, on which see section 3. The Turkish-language pages additionally carry a search form on the home page that appends your term to the address of the guide list; because that term may appear in the access logs described below, please do not type personal information into it. The other search boxes on the Turkish pages work differently: they filter their list in the browser only, and what you type there never reaches the page address.
Typefaces and nearly everything else are served from our own server. The English-language pages carry no map at all; a Google Maps frame shows where the office is on two Turkish-language pages only, the home page and the contact page. On every other page no request goes to a third party. When the map loads, Google’s own privacy policy applies to it. WhatsApp links are followed only when you click them.
Google Search Console is used to monitor how the site appears in search results. That tool places no code in the pages and sets no cookies in your browser; it reports data that already arises on Google’s search side (such as how often a page appeared for a given query and how often it was clicked). The reporting is aggregated and does not identify individual visitors.
The site is hosted on Netlify. The hosting provider may retain access logs (IP address, date and time of access, page requested and similar traffic data) for the period prescribed by law, for the security of the service and to meet the obligations arising from Law No. 5651. The provider’s servers are located outside Türkiye.
3. Contacting the office
Contact form. When you submit the form in the Contact section, we receive your name, your e-mail address, your telephone number if you give one, the subject you select, your preferred way to reply, and the content of your message. These data are processed solely to assess your request and to reply to you; before sending, you are asked to tick a box confirming that you have read this notice.
The form is transmitted through Netlify Forms; the entry rests on the provider’s servers outside Türkiye until we retrieve it. Please do not write the details of your file, the contents of documents, or information about third parties into the form; two or three sentences are enough to place the matter, and the rest belongs in a conversation. Submitting the form does not by itself create a lawyer–client relationship.
If you reach us by telephone, WhatsApp or e-mail, your identity and contact details and the content of your request are processed in order to answer you and to provide legal advice and representation. That processing rests on Article 5(2)(c) (conclusion or performance of a contract), 5(2)(ç) (compliance with a legal obligation) and 5(2)(f) (legitimate interest) of Law No. 6698. Information arising from a lawyer–client relationship is additionally protected by the duty of professional secrecy under Article 36 of Attorneyship Law No. 1136.
When you click through to WhatsApp or Google Maps, those providers’ own privacy terms apply.
4. Disclosure and retention
Your personal data are not shared with third parties. They are not sold and are never transferred for advertising, profiling or analytics purposes. The office is bound to secrecy by Article 36 of Law No. 1136; that duty covers everything entrusted to it or learned in the exercise of the profession. As to matters covered by professional secrecy, the lawyer has a right to refuse to testify under Article 249 of Code of Civil Procedure No. 6100 and Article 46 of Code of Criminal Procedure No. 5271.
Pleadings and their annexes filed with courts, enforcement offices or authorities in the course of a matter are not an exception to this rule: they are filed in your name on the strength of your power of attorney and your instructions, and you determine their scope.
Technical providers. Netlify is used to host the site and to transmit the contact form. Under Law No. 6698 this is a data processor relationship; the provider may not use the data for its own purposes. Because the servers are outside Türkiye, the data you send through the form involve a transfer abroad within the meaning of Article 9 of the Law. Confidential particulars are therefore better raised by telephone or in person than through the form.
Data are kept for as long as the purpose requires and the applicable rules provide; afterwards they are erased, destroyed or anonymised.
5. Your rights under Article 11 of Law No. 6698
Under Article 11 of Law No. 6698 you have the right to learn whether personal data concerning you are processed; if so, to request information about that processing; to learn its purpose and whether the data are used in accordance with it; to request the correction of data processed incompletely or inaccurately; to request their erasure or destruction; to object to a result reached solely by automated analysis that operates to your detriment; and to claim compensation for damage caused by unlawful processing.
Please address such requests, in the manner set out in the Communiqué on the Procedures and Principles of Application to the Data Controller, in writing to the postal address above or by e-mail to info@arifgolcan.av.tr. Your request will be answered within thirty days at the latest.
